Job Overview

The Network Planning Engineer will play a pivotal role in designing, optimizing, and expanding Orange’s mobile and data infrastructure throughout South Sudan. Reporting to the Head of Network Engineering, the incumbent will collaborate with cross‑functional teams to develop strategic network plans that support increasing traffic demand, improve coverage, and enhance service quality. Key Responsibilities

  • Conduct comprehensive radio frequency (RF) planning and drive site acquisition for new base stations across Aweil East and surrounding regions.
  • Perform network capacity forecasting, traffic modeling, and performance simulations using industry‑standard tools such as Atoll, Planet, and TEMS.
  • Collaborate with the Radio Access Network (RAN) team to define optimal antenna configurations, carrier aggregation strategies, and spectrum utilization.
  • Develop detailed rollout plans, including cost estimates, timelines, and resource allocation, ensuring alignment with corporate objectives.
  • Coordinate with civil engineering, construction, and procurement teams to oversee the implementation of network infrastructure projects.
  • Monitor key performance indicators (KPIs) post‑deployment, identify optimization opportunities, and lead corrective actions to meet quality of service targets.
  • Prepare technical documentation, reports, and presentations for senior management and regulatory bodies.
  • Stay abreast of emerging telecommunications standards, 5G evolution, and best practices to recommend innovative solutions.

Required Skills

  • Strong expertise in RF engineering, propagation modeling, and network optimization.
  • Proficiency with planning software (Atoll, Planet, TEMS, or equivalent).
  • Excellent analytical skills with the ability to interpret large data sets and translate findings into actionable plans.
  • Effective communication and stakeholder management abilities.
  • Project management experience, including budgeting and scheduling.
  • Knowledge of South Sudan’s regulatory environment and spectrum allocation policies.
  • Fluency in English; knowledge of Arabic or local languages is a plus.

Education

A Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, or a closely related discipline is required. Advanced certifications such as Certified RF Engineer (CRFE) or a Master’s degree in a relevant field are advantageous.

Experience

The ideal candidate will have at least five years of hands‑on experience in network planning, preferably within a mobile operator environment. Demonstrated success in managing large‑scale rollout projects in challenging terrains is highly valued.

Salary

The compensation package ranges from 12,000,000 to 18,000,000 South Sudanese Pounds (SSP) per month, commensurate with experience and qualifications. The package includes performance‑based incentives and statutory benefits.
