The Human Resources Manager will lead all HR functions for the Aweil office, ensuring that the organization attracts, retains, and develops top talent to deliver high‑impact programs. Key Responsibilities

  • Develop and implement HR strategies that support program delivery and organizational goals.
  • Manage full‑cycle recruitment, including job postings, candidate screening, interviews, and onboarding.
  • Provide guidance on employee relations issues, ensuring fair and timely resolution.
  • Oversee performance appraisal processes, coaching managers and staff to achieve high performance.
  • Administer compensation and benefits programs in line with IRC standards and local regulations.
  • Ensure compliance with South Sudan labor law, IRC policies, and donor requirements.
  • Lead HR reporting, analytics, and workforce planning to inform strategic decisions.
  • Facilitate staff development initiatives, mentorship programs, and succession planning.
  • Promote a culture of diversity, equity, and inclusion across all levels of the organization.
  • Collaborate with program managers to align staffing needs with project timelines and budgets.

Required Skills

  • Strong knowledge of South Sudan labor legislation and humanitarian HR best practices.
  • Excellent interpersonal and communication skills, with fluency in English; knowledge of Arabic or local languages is an advantage.
  • Proven ability to manage multiple priorities in a fast‑paced, resource‑constrained environment.
  • Analytical mindset with experience in HR data reporting and metrics.

Education

Minimum of five years of progressive HR experience, preferably within an international NGO or humanitarian organization. Experience managing HR functions in conflict‑affected or low‑resource settings is strongly preferred.

Salary

The position offers a competitive salary range of 12,000,000 to 18,000,000 South Sudanese Pounds (SSP) per year, commensurate with experience and qualifications. Salary reviews are conducted annually.
