Job Overview

The Digital Transformation Lead will spearhead the design, implementation, and scaling of digital solutions across government ministries, NGOs, and private sector partners in South Sudan. Reporting to the Senior Director of Digital Innovation, the incumbent will develop a comprehensive digital strategy aligned with national development priorities, oversee pilot projects, and ensure sustainable adoption of technology platforms. Key Responsibilities

  • Develop and execute a national digital transformation roadmap in collaboration with government agencies, civil society, and private sector stakeholders.
  • Lead cross‑functional teams to design, prototype, and deploy digital platforms for public service delivery, data analytics, and citizen engagement.
  • Manage end‑to‑end project lifecycles, including budgeting, risk assessment, procurement, and monitoring & evaluation.
  • Provide technical guidance and capacity‑building workshops to local partners, ensuring knowledge transfer and sustainability.
  • Coordinate with World Bank country teams to align digital initiatives with broader development programs and funding mechanisms.
  • Monitor emerging technologies, assess their relevance for South Sudan, and recommend strategic adoption.
  • Prepare comprehensive reports, policy briefs, and presentations for senior leadership, donors, and external partners.
  • Ensure compliance with World Bank standards on data security, privacy, and ethical use of technology.

Required Skills

  • Proven expertise in digital strategy, e‑government solutions, and large‑scale technology implementation.
  • Strong project management skills with experience managing multi‑million dollar budgets.
  • Excellent stakeholder engagement abilities, capable of navigating complex political and cultural environments.

Education

Salary

The successful candidate will receive a competitive monthly salary ranging from 30,000,000 SSP to 45,000,000 SSP, commensurate with experience and qualifications.
