Position Overview
The International Organization for Migration (IOM) is seeking an experienced Deputy Chief of Mission to support strategic leadership, operational management, donor engagement, humanitarian coordination, and program oversight across South Sudan. The successful candidate will assist in managing a complex country portfolio covering emergency response, migration management, community stabilization, livelihoods, protection, and development programs.

Key Responsibilities
- Support the Chief of Mission in overall strategic leadership and country program management.
- Coordinate implementation of humanitarian and development projects across multiple states.
- Represent the organization during government, donor, UN, and diplomatic meetings.
- Lead operational planning, risk management, and program quality assurance.
- Oversee budget utilization and financial accountability across all departments.
- Strengthen partnerships with ministries, donors, NGOs, and international agencies.
- Supervise program managers, technical advisors, and support units.
- Ensure compliance with donor regulations and organizational policies.
- Monitor security developments affecting field operations.
- Support resource mobilization and proposal development initiatives.
- Coordinate emergency response activities during humanitarian crises.
- Review monitoring reports and ensure achievement of strategic objectives.
- Promote staff capacity development and leadership succession planning.
- Oversee procurement, logistics, administration, and operational support functions.
- Lead organizational representation in humanitarian coordination forums.
Educational Requirements
- Master’s Degree in International Relations, Public Administration, Development Studies, Political Science, Economics, Humanitarian Affairs, or related discipline.
- Additional executive leadership qualifications will be advantageous.
- Project Management Professional (PMP) certification preferred.
Experience Requirements
- Minimum 10 years of progressively responsible international experience.
- At least 5 years in senior management positions.
- Previous experience managing large donor-funded programs.
- Experience working in fragile or conflict-affected environments.
- Proven track record in stakeholder engagement and strategic leadership.
- Strong understanding of humanitarian architecture and development programming.
