Job Overview

The HSE Compliance Specialist will be responsible for developing, implementing, and monitoring health, safety, and environmental policies and procedures for Schlumberger’s operations in Malakal and surrounding fields. The role ensures compliance with local regulations, international standards, and Schlumberger’s internal HSE management system. Working closely with project managers, field engineers, and local authorities, the specialist will lead risk assessments, incident investigations, and continuous improvement initiatives to safeguard personnel, assets, and the environment. Key Responsibilities

  • Develop, review, and update HSE policies, procedures, and guidelines in line with local legislation and Schlumberger’s global standards.
  • Conduct site‑specific risk assessments, hazard analyses, and job safety analyses for all field activities.
  • Lead incident reporting, root‑cause investigations, and corrective action implementation to prevent recurrence.
  • Monitor compliance through regular audits, inspections, and performance metrics, providing timely reports to senior management.
  • Facilitate HSE training programs for field personnel, contractors, and local partners, ensuring competency and awareness.
  • Collaborate with regulatory bodies, community stakeholders, and NGOs to maintain transparent communication on HSE matters.
  • Prepare and submit required HSE documentation to government agencies and corporate headquarters.
  • Drive continuous improvement initiatives by analyzing trends, benchmarking best practices, and recommending innovative solutions.

Required Skills

  • In‑depth knowledge of South Sudanese HSE regulations and international standards such as ISO 45001, ISO 14001, and OHSAS 18001.
  • Strong analytical and problem‑solving abilities with a data‑driven approach to risk management.
  • Excellent communication and interpersonal skills for effective stakeholder engagement.
  • Proficiency in HSE management software and Microsoft Office Suite.

Education

A Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline is required. Professional certifications such as CSP (Certified Safety Professional) or NEBOSH International General Certificate are highly desirable.

Experience

Minimum of five (5) years of progressive experience in HSE compliance within the oil and gas sector, preferably with exposure to upstream operations in emerging markets. Prior experience working in South Sudan or similar environments is an advantage.

Salary

The successful candidate will receive a competitive annual salary ranging from SSP 15,000,000 to SSP 25,000,000, commensurate with experience and qualifications. Additional performance‑based incentives may be offered.
