1. Position Summary

The Shelter & Settlements Project Coordinator/Manager is responsible for leading, coordinating, and ensuring the technical quality of Shelter programming in South Sudan. The role focuses on delivering emergency and recovery shelter assistance to displaced and vulnerable populations through integrated, multi-sectoral approaches, including cash-based interventions, coordination with stakeholders, and long-term settlement solutions.

The position ensures compliance with NRC standards, donor requirements, and protection-sensitive programming while strengthening programme quality, efficiency, and impact.


2. Key Responsibilities

A. Programme Leadership & Implementation

  • Lead the design, planning, and implementation of Shelter & Settlements (S&S) projects in line with NRC strategy.
  • Ensure timely and high-quality delivery of shelter interventions in both emergency and recovery contexts.
  • Develop technical SOPs, tools, and implementation guidelines for S&S programming.
  • Integrate Safe and Inclusive Programming, Protection mainstreaming, and Market Systems approaches into all activities.
  • Identify and implement innovative shelter solutions including cash and voucher assistance.

B. Project & Grant Management

  • Manage active Shelter project grants in compliance with donor and NRC regulations.
  • Develop and monitor project budgets in line with financial procedures.
  • Support proposal development and donor reporting for shelter programmes.
  • Ensure accurate tracking of expenditures, deliverables, and performance indicators.

C. Technical Quality Assurance & Monitoring

  • Monitor technical standards and quality of shelter interventions.
  • Document progress, achievements, challenges, and lessons learned.
  • Troubleshoot implementation issues and ensure corrective actions.
  • Ensure integration of monitoring systems for accountability and reporting.

D. Coordination & Representation

  • Represent NRC in Shelter/WASH clusters, coordination forums, and donor meetings.
  • Liaise with government authorities, humanitarian partners, and local stakeholders.
  • Promote advocacy on rights of displaced populations (IDPs and returnees).
  • Strengthen coordination with other NRC core competencies (WASH, ICLA, Protection, Education).

E. Capacity Building & Team Development

  • Provide technical training and mentoring to Shelter staff.
  • Strengthen team capacity in emergency response and recovery shelter programming.
  • Support recruitment and staff development for S&S activities.
  • Promote knowledge sharing and continuous learning within teams.

3. Required Qualifications

Education

  • Bachelor’s or Master’s degree in:
    • Civil Engineering, Architecture, Construction Management, Humanitarian Studies, or related field.

Experience

  • Minimum 5 years of experience in humanitarian or recovery programming at a senior level.
  • Experience implementing Shelter or Settlements projects in emergency or protracted crises.
  • Experience in cash and voucher assistance (CVA) is required.
  • Experience working in multi-cultural and complex emergency contexts.
