Job Overview

The Senior Telecommunications Regulatory Analyst will lead the analysis, interpretation, and implementation of telecommunications regulations and policies affecting MTN South Sudan. Reporting to the Head of Regulatory Affairs, the role involves close collaboration with legal, compliance, and technical teams to ensure that all network operations, licensing, and spectrum management activities comply with the National Communications Authority (NCA) and other relevant bodies. Key Responsibilities

  • Monitor and analyze existing and upcoming telecommunications regulations, policies, and licensing requirements in South Sudan.
  • Prepare detailed regulatory impact assessments and advise senior management on compliance strategies.
  • Lead the preparation and submission of licensing applications, spectrum allocation requests, and other regulatory filings.
  • Coordinate with the legal department to ensure contractual agreements align with regulatory standards.
  • Represent MTN South Sudan in meetings with the NCA, Ministry of Telecommunications, and other regulatory bodies.
  • Develop and maintain a regulatory compliance framework, including policies, procedures, and internal controls.
  • Provide training and guidance to cross‑functional teams on regulatory requirements and best practices.
  • Track regulatory changes and communicate implications to relevant stakeholders promptly.
  • Support the development of advocacy positions and contribute to industry consultations.
  • Prepare periodic compliance reports for internal audit and external regulators.
