Job Overview

The Monitoring and Evaluation Specialist will lead the design, implementation, and reporting of M&E frameworks for UNDP’s portfolio of projects in South Sudan. This position ensures that program results are measured accurately, lessons are captured, and evidence is used to inform strategic decisions. The specialist will work closely with project teams, government counterparts, and donors to maintain high standards of data quality and accountability. Key Responsibilities

• Develop and refine logical frameworks, indicators, and data collection tools for all UNDP projects in South Sudan.
• Lead baseline assessments, mid-term reviews, and final evaluations, ensuring compliance with donor requirements.
• Analyze quantitative and qualitative data to produce actionable insights and impact reports.
• Provide technical guidance and capacity building to project staff and local partners on M&E best practices.
• Coordinate with the finance and procurement units to align budgets with performance metrics.
• Prepare and present M&E findings to senior management, donors, and stakeholders, highlighting successes and areas for improvement.

Required Skills

• Strong analytical abilities with proficiency in statistical software (e.g., SPSS, Stata, R).
• Excellent report writing and presentation skills, tailored to diverse audiences.
• Deep understanding of development indicators, results-based management, and the SDG framework.
• Ability to work in a multicultural environment and build effective partnerships.
• Fluency in English; knowledge of Arabic or local languages is an advantage.
• Proven experience in managing large datasets and ensuring data integrity.

Education

The successful candidate must hold a Master’s degree in Development Studies, Economics, Statistics, Public Policy, or a closely related discipline. Advanced certifications in Monitoring & Evaluation or Results-Based Management are highly desirable.

Experience

A minimum of five years of professional experience in monitoring and evaluation within international development projects is required. Experience working in conflict-affected or post-conflict settings, particularly in South Sudan or neighboring countries, will be considered a strong asset.

Salary

The position offers a competitive salary ranging from SSP 30,000,000 to SSP 45,000,000 per month, commensurate with qualifications and experience. Salary is paid in South Sudanese Pounds and includes allowances for hardship and performance.
