Job Overview

The Senior Policy Analyst will play a pivotal role in shaping public administration reforms and development strategies for the Government of South Sudan. Key Responsibilities

  • Conduct comprehensive policy analysis on public administration, fiscal management, and institutional reforms.
  • Develop policy briefs, white papers, and strategic recommendations for senior government officials and development partners.
  • Facilitate multi‑stakeholder workshops and consultations to gather input and build consensus on reform agendas.
  • Monitor and evaluate the implementation of policy initiatives, preparing performance reports and impact assessments.
  • Provide technical assistance to ministries in drafting legislation, regulatory frameworks, and implementation guidelines.
  • Coordinate with AfDB project teams to ensure policy alignment with ongoing infrastructure and social development programs.
  • Maintain up‑to‑date knowledge of regional and global best practices in public sector reform and integrate them into South Sudan’s policy context.
  • Prepare presentations and briefing materials for senior leadership, donors, and international partners.

Required Skills

  • Strong analytical and quantitative skills with the ability to synthesize complex data into actionable insights.
  • Excellent written and verbal communication skills in English; proficiency in Arabic or local languages is an advantage.

Education

Experience

Minimum of eight (8) years of relevant experience in policy analysis, public administration, or development consulting, preferably within the African context. Experience working with government ministries, donor agencies, or multilateral institutions is highly desirable.

Salary

The successful candidate will receive a competitive annual salary ranging from SSP 2,500,000 to SSP 3,500,000, commensurate with experience and qualifications. The package includes performance‑based bonuses, health insurance, and pension contributions in line with AfDB standards.
