2. Position Summary

ACCIONA is seeking experienced freelance experts for upcoming international development projects and framework contracts, particularly those funded by institutions like the European Commission. Experts will contribute technical knowledge across economic development, policy, and private sector growth initiatives.

Assignments may vary in duration and scope, including both field-based and remote (home-based) roles depending on project requirements.

3. Areas of Expertise Required

Candidates should have proven expertise in one or more of the following areas:

  • Micro-economic analysis
  • Investment climate and business environment reform
  • Private sector development
  • Trade and employment policies
  • Public policy development and governance
  • Statistics, data analysis, and indicators
  • Financial systems, risk management, and EFSD+ frameworks
  • Legal, institutional, and regulatory frameworks
  • Employment creation and labour standards
  • Trade development and economic integration

4. Key Responsibilities

  • Provide technical expertise in project design, implementation, or evaluation phases
  • Contribute to feasibility studies, policy analysis, and advisory services
  • Support development of reports, research outputs, and technical documentation
  • Participate in international consultancy assignments and framework contracts
  • Collaborate with multidisciplinary teams and institutional stakeholders
  • Ensure compliance with donor requirements and international standards

5. Qualifications & Experience

Education

  • Advanced degree (Master’s or higher) in Economics, Public Policy, Law, Development Studies, Finance, or related field

Experience

  • Proven experience in international development or consultancy projects
  • Experience working with international donors (e.g., EU, IFIs) is highly desirable
  • Strong background in selected technical area(s) of expertise
  • Experience in fragile or developing country contexts is an advantage
